PRIORITY AXIS 1: the Extending and Modernisation of water and used water systems - Indicative operations on the following areas of intervention:
Extension/modernisation of water and wastewater systems
- Construction/modernisation of water sources for making them drinkable;
- Construction/rehabilitation of drinkable water treatment stations;
- Extension/rehabilitation of drinkable water distribution networks and sewerage systems;
- Construction/rehabilitation of wastewater purifying stations;
- Construction/rehabilitation of the sludge treatment facilities;
- Meter, laboratory equipment, leakage detection equipment, etc.
- Technical assistance for project preparation (including auction files), management and publicity (including public awareness), improving the institutional governance.
PRIORITY AXIS 2: The development of integrated waste management and the rehabilitation of the historically contaminated sites - Indicative operations on the following areas of intervention
Development of integrated waste management and waste management infrastructure expansion:
- Purchasing and installation of selective collecting systems;
- Construction of sorting, dating and recycling facilities;
- Acquisition of waste transportation vehicles;
- Construction of transfer stations and the Municipality waste elimination facilities;
- Recovery of gas from gas deposits, where necessary;
- Construction of adequate facilities for dangerous waste (medical waste, waste obtained out of electric and electronic equipment, etc) and other specific types of waste (waste obtained out of constructions and demolitions, etc.);
- Closing the noncompliant deposits;
- Technical assistance for the preparation of projects, management and supervision, publicity and public awareness campaigns (regarding the selective collecting, sorting, recycling, obliterating), improvement of the institutional governing, auctioning and contracting the salubrity service operators.
Rehabilitation of historically polluted areas:
- Rehabilitation and obtaining ecological lands by using appropriate measures for specific contaminated sites;
PRIORITY AXIS 3: Reducing pollution and diminishing the effects of climatic change through the restructuration and rehabilitation of urban heating systems in order to attain the target of energetic efficiency in the most polluted places - Indicative operations on the following areas of intervention
Rehabilitation of urban heating systems in hot areas (hot-spot)
- Introduction of BAT (the best available techniques) for the reduction of SO2, NOx emissions and powders;
- Rehabilitation of boilers and turbines;
- Introduction of an improved metering system;
- Rehabilitation of noncompliant slag and ash deposits;
- Rehabilitation of distribution networks of hot water and heat (including network redesign if justified on grounds of cost - effectiveness);
- Technical assistance for project preparation, the elaboration of option studies, management, work supervision and publicity work, including public awareness campaigns.
PRIORITY AXIS 4: Implementation of adequate management systems for environment protection – Indicative operations on the following areas of intervention:
Development of infrastructure and management plans to protect biodiversity and Natura 2000
- Assistance for the preparation of management plans, scientific studies, inventories, mapmaking;
- Training and strengthening the institutional capacity of Natura 2000 sites and protected areas management bodies;
- Ecological restoration projects of habitats and species;
- Building and improving infrastructure of national protected areas and Natura 2000 sites (building information centres and information boards, risk management - prevention and fire control, etc.);
- Supporting biodiversity: reducing infrastructure impact on species affected by landscape fragmentation (realization of measures designed to overcome barriers on rivers and highways);
- Establishing monitoring systems for Natura 2000 sites and protected areas, including infrastructure and equipment for the conservation status of natural habitats and wild flora and fauna;
- Preparation of information materials and publicity and awareness on protected areas and Natura 2000 sites;
- Acquisition of land with significant value in terms of biodiversity so as to become state’s public property;
PRIORITY AXIS 5: Implementation of adequate infrastructure for natural risk prevention in areas most exposed to risk – Indicative operations on the following areas of intervention:
Protection against floods
- Infrastructure for preventing floods and reducing their destructive effects;
- Elaboration of maps for danger and risks of floods, plans and measures, including public information and instruction in the risk reducing field;
- Technical assistance for project preparation, management, supervision and publicity.
Reducing coastal erosion
- Rehabilitation of the Black Sea coastal area affected by erosion;
- Technical assistance for project preparation, management, supervision and publicity.
PRIORITY AXIS 6: Technical Assistance – Indicative operations on the following areas of intervention:
Support POS management and evaluation
- Supporting the preparation of The Monitoring Committee meetings;
- Preparation of documents/strategies required for the identification and justification of projects implementation;
- Preparation, selection, evaluation and monitorisation of the Programme and individual operations, including the support for the Intermediate Bodies and this type of activities; the use of consultancy services, when necessary;
- Preparation of audit missions, checks and verifications on the spot;
- SOP Environment evaluation, including continuous evaluations;
- Elaboration of studies, analyses and reports on impact monitorisation for project implementation, efficiency analysis of the implementation structures, identification of the weak spots in the programme in order to elaborate recommendations for the improvement of the management efficiency of the programme;
- Training activities regarding the management of structural funds for AM, OI and beneficiaries;
- the acquisition of specific IT applications for SOP Environment;
- Remuneration of temporary employed experts by AM in order to implement the tasks mentioned above;
- Theme studies on the implementation of SOP Environment; theme studies needed for the preparation of the environment strategy for the next appointed period.
- Demonstrative activities in order to apply high standard concepts (‘state of the art’) of the integrated water management and also of innovative technologies in the environment field, related to the major intervention fields of SOP Environment;
- Supporting the establishing of information exchange platforms and dissemination;
- Development and implementation of training and educational programmes in order to accommodate the personnel with the innovative technologies.
Support for information and publicity
- Elaboration and implementation of the Communication Plan of SOP Environment;
- Consultancy services for the elaboration of information materials, preparation of the evaluation reports for SOP Environment;
